Research platform Kasinohai published a review of fifty online casinos operating in the Finnish market on July 6, 2026. The analysis demonstrates that published wagering multipliers frequently fall short of the actual stakes players must place to clear welcome bonuses.

Researchers conducted real-money account testing between June 15 and June 30, 2026. The team registered new profiles, funded accounts, and activated welcome packages while documenting the exact terms displayed during the claiming process. The data shows that advertised multipliers often understate the total turnover needed.

Twenty-two operators, representing forty-four percent of the sample, base their wagering calculations on the combined sum of the deposit and the bonus amount rather than the bonus alone. Under this structure, a standard thirty-times requirement on a matched €100 deposit raises the mandatory turnover from €3,000 to €6,000. Fifteen additional sites provided no clarification on the calculation base in their initial terms.

Offer Structures and Regulatory Context

Multi-stage welcome packages further increase the effective multiplier. Promotions advertised at twenty to thirty times reach a forty-times threshold once all deposit tiers are completed. Across the fifty reviewed platforms, twelve sites set requirements at fifteen times or lower, nineteen operate between twenty and thirty-five times, and nineteen enforce forty times or higher.

Operational restrictions vary significantly. Forty-four percent of the casinos omit maximum bet limits from their initial bonus pages, though a €5 per spin cap remains common. Exceeding this limit typically voids the promotion and associated winnings.

Fifty-eight percent of the operators impose a ceiling on bonus winnings, with the lowest observed caps falling below €100. Game weighting restrictions appear on seventy-four percent of the platforms, and live dealer tables contribute zero toward wagering progress at approximately one-third of the sites. Only sixteen percent of the casinos set no expiration date for bonus completion.

The findings coincide with legislative changes in Finland. The country is transitioning from the Veikkaus monopoly to a licensed market under the Gambling Act, with regulated operations scheduled to launch on July 1, 2027. The new framework will prohibit new-customer bonuses once licensing begins. The Ministry of the Interior distributed draft decrees covering online game features and stake limits on June 10, 2026, with public consultation closing on August 5, 2026.
